significant private returns, with better educated individuals generally
receiving higher earnings. However, the schooling of one person has also the
potential to generate significant positive effects on other individuals, through
formal and informal social interactions</span><span style="font-family: "Times New Roman", serif;"> between them</span><span style="font-family: "Times New Roman", serif;">. Economists refer to these spillovers as ‘externalities’.
These third-party effects also explain the wedge between private and social
returns to education: while the former are typically estimated at 5% to 10%,
the latter can be as high as 10% to 20%.</span></p>

mean that the education provided exclusively by markets would be inefficiently
low. Government intervention can correct this ‘market failure’ - which explains
the large public investments in education, particularly at the primary and
secondary levels, that we observe in most countries. For instance, according to
the World Bank, over 15% of governments' total expenditure is devoted to
education. This amount to an average of more than 4% of GDP around the world.</span></div><p></p>
<p class="MsoNormal" style="mso-pagination: widow-orphan;"><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">This non-technical blog summarises the findings of
our recent </span><span lang="EN-US"><a href="https://ideas.repec.org/p/zbw/glodps/706.html"><span lang="EN-GB" style="font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">GLO working paper</span></a></span><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">, in which </span><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-font-kerning: 0pt;">we </span><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">seek to understand the factors behind different
social returns to education, including the role of economic development. To do
so, we conduct what we believe I the first meta-analysis of the social returns
to education literature. We analyse over 1,000 econometric estimates from 31
articles</span><span style="font-family: "Times New Roman",serif; mso-fareast-font-family: "Times New Roman"; mso-font-kerning: 0pt;"> <span lang="EN-US">published between
1993 and 2020. These articles cover 15 countries in total, a third of which are
emerging or developing economies.</span></span></p>
<p class="MsoNormal" style="mso-pagination: widow-orphan;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-font-kerning: 0pt;">Some of our </span><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">main findings are as follows:</span></p>
<p class="MsoNormal" style="mso-pagination: widow-orphan;"><i><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">First, education spillovers are stronger when measured at the workplace
(compared to the region, the industry or the country).</span></i><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;"> This may be because people engage much more
directly and intensively within firms, including through face-to-face
communication. </span><span lang="EN-US" style="font-family: "Times New Roman",serif; mso-fareast-font-family: "Times New Roman"; mso-font-kerning: 0pt;">This
facilitates deeper interactions, through which the human capital obtained by
each worker from their schooling can more easily spillover to other individuals,
their colleagues, thus magnifying the social effect of schooling.</span><i><span style="font-family: "Times New Roman", serif;"><o:p> </o:p></span></i></p>
<p class="MsoNormal" style="mso-pagination: widow-orphan;"><i><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">Second, tertiary schooling and schooling dispersion increase spillovers.</span></i><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;"> It is widely believed that spillovers are
largely generated by highly-educated individuals, thus increase in tertiary
education appears to be a particularly relevant source of such externalities.
Moreover, spillovers tend to </span><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-font-kerning: 0pt;">de</span><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">crease as schooling dispersion in the labour
market</span> <span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-font-kerning: 0pt;">shrinks</span><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">.
In the limit, if every worker has the same level of schooling, a higher level
of schooling for the entire workforce may not lead to spillovers as there would
be no scope to learn from more-educated colleagues.</span><i><span style="font-family: "Times New Roman", serif;"><o:p> </o:p></span></i></p>
<p class="MsoNormal" style="mso-pagination: widow-orphan;"><i><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;">Third, spillovers slow down with economic development.</span></i><span style="color: black; font-family: "Times New Roman",serif; mso-ansi-language: EN-GB; mso-bidi-font-style: italic; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US; mso-font-kerning: 0pt;"> This finding may be driven by the positive association
between income and schooling levels at the cross-country level and the
diminishing scope for spillovers as schooling levels increase. If a large share
of the workforce already has higher levels of schooling, the scope for less-educated
workers to learn from their more-educated co-workers is weaker, leading to
lower spillovers.</span><span style="font-family: "Times New Roman", serif;"> </span></p>

conclusion, our findings support the continuing (public and private) investment
in schooling - including tertiary education – as they highlight the strong social
role of education. Education may promote world development both from an
individual private perspective but also in terms of the higher social returns

In many countries,
affiliation rates to social partners (employer associations and trade unions) have
been decreasing for decades. However, social dialogue still regulates labour
conditions of a significant part of firms and workers through collective
agreements and, in some cases, their extensions. The result of this social
dialogue generally includes conditions over wages, working time, training, and
many other issues, with important effects on the labour market and the economy.<o:p></o:p></span></p>
<p class="MsoNormal" style="line-height: 115%; margin-bottom: 0cm; mso-layout-grid-align: none; text-align: justify; text-autospace: none;">Given the importance of social dialogue, the representativeness of its constituents
is critical. This is even more relevant in the present times in which countries
are facing a pandemic and its aftermath. In general, if affiliation rates are
low, there might be firms or workers for which their preferences are not
represented and their views are not heard. </p>
<p class="MsoNormal" style="line-height: 115%; margin-bottom: 0cm; mso-layout-grid-align: none; text-align: justify; text-autospace: none;"><span lang="EN-US">This post summarizes our recent working paper,
“</span><span lang="ES"><a href="https://ideas.repec.org/p/zbw/glodps/718.html"><span lang="EN-US">How representative are
social partners in Europe? The role of dissimilarity</span></a></span><span lang="EN-US">” in which we propose a
complementary measure of representativeness by comparing distributions of firms
affiliated and not affiliated in employers’ associations. This corresponds to
the analysis of dissimilarity or segregation that have been conducted in
different settings but not in the context of labour representation. We also
compared firms with trade unions or work council representatives. In both
cases, we do so across industry and firm-size categories and for 32 European
countries, using the European Company Survey and also detailed data on all
firms in Portugal.</span></p>
<p class="MsoNormal" style="line-height: 115%; margin-bottom: 0cm; mso-layout-grid-align: none; text-align: justify; text-autospace: none;">The results show that, in most countries,
affiliated and non-affiliated firms are distributed in a dissimilar way, i.e.
they are concentrated in different firm size categories, for instance. Moreover,
we find a positive correlation between affiliation to employers´ associations
and dissimilarity levels across countries. This means that higher affiliation
rates do not necessarily equate to lower dissimilarity levels. For instance,
while France, Spain, Portugal and Greece have similar affiliation levels of
around 50%, they exhibit very different dissimilarity levels: Firms affiliated
and non-affiliated to employers’ associations in France and Spain have very low
dissimilarity levels (of about 20%), while firms in Portugal and Greece are

use of both affiliation and dissimilarity measures may be necessary to have a better
understanding of representativeness of social partners and their preferences in

this debate concerned the <b>gaps</b> in the European Pillar of Social Rights
and the <b>challenges</b> in its implementation<o:p></o:p></span></span></p>

of the participants <o:p></o:p></span></span></p>

on <b>three inter-related subjects</b>. I would also like to try to make relatively
<b>concrete</b> and novel <b>proposals</b> that may have some relevance for the
action plan. <o:p></o:p></span></span></p>

information</b>, is an area where there may be gaps in the pillar and also an
area where academics and researchers like myself could contribute<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">The pillar correctly emphasises the
importance of equal opportunities and access to the labour market. However, no
reference is made to the provision of labour market information in this regard.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">This information may concern the <b>employment
opportunities and wage levels</b> that students or jobseekers may expect
depending on their choice of education or training courses. This information
would therefore support their choices and lead to better outcomes for all. This
is particularly important at a time where labour markets may be changing
rapidly.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">This type of information can also be
of <b>great use for governments and education and training providers </b>to
improve the range and contents of the courses they offer.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">Labour market information can also be
used to <b>develop statistical indicators around the 20 principles</b> of the
Pillar. These would be used to compare the extent to which the principles are gradually
achieved across member states and over time.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">These indicators could also greatly
facilitate the <b>monitoring and evaluation</b> of different policies and
programmes and even contribute to benchmarking and mutual learning across the
EU.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;"><o:p> </o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">The second subject I would like to
raise here is about <b>social partners and social dialogue</b>. Social dialogue
is a cornerstone of the European social model and it is fully appropriate that
the several principles of the Pillar make reference to the role of social
partners. <o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">At the same time, it is important to
be <b>aware</b> of the considerable differences in <b>representativeness</b> of
the social partners across the EU. In Portugal, for instance, trade union
density is estimated at 15% and falling. In some other member states, trade
union density is even lower. Moreover, the distribution of unionised workers is
typically very <b>uneven</b> across sectors and job types.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">I believe this situation calls for a <b>debate</b>
on the modernisation of employee (and employer) representation in Europe. Why
is it that so many workers are not affiliated with trade unions (or worker’s
councils)? Should there be more support for the modernisation of the existing trade
unions and employers’ associations and the emergence of new social partners?<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">I believe that social dialogue can be
an engine for <b>economic growth</b>, and economic growth is a key ingredient
behind the promotion of sustainable social rights. More representative social
partners can be very important in this process.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;"><o:p> </o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">The third subject I wanted to raise
is <b>public employment services</b>. <o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">These public agencies are <b>key
operators</b> behind the delivery of several of the principles of European
Pillar. These include some areas that will be more directly <b>recognisable</b>
as “European principles” by the general public. An important example is
principle 4, which includes the <b>Youth Guarantee</b>.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">However, again there are <b>significant
differences</b> across member states in the <b>ability</b> of public employment
services to deliver effectively and efficiently and therefore fully meet the
goals of the European Pillar. <o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">There is an important effort to be
made in some countries so that their public employment services can <b>catch up</b>
and get closer to the best performing PES in the EU. In this regard, <b>further
support from the EU</b> would potentially be very welcome. <o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">Some efforts are already taking
place, including through the EU PES Network and its activities around bench-learning,
for instance. EURES is also a very important tool. However, I think there is a <b>case
to be made</b> for widening and strengthening of this support, taking place in
a larger and more systematic way. <o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark: _Hlk51828902;"><span style="font-size: 12.0pt; line-height: 107%;">For instance, this could involve <b>widening
the remit of the new European Labour Authority</b> to include public employment
services as well. This could facilitate the provision of additional support to
PES across the EU making sure that they are all <b>better able</b> to deliver
on the ambitious goals of the European Pillar.<o:p></o:p></span></span></p>

Abstract: While trade unions have been studied in detail, there is virtually no economics research on employer associations (EAs), trade unions' counterparts in many countries. However, besides conducting collective bargaining, EAs perform several other activities that can in uence economic outcomes, including training and coordination. This paper studies the contributions of EAs by comparing affiliated and non-affiliated firms in terms of sales, employment, productivity, and wages. Using matched employer-employee panel data for Portugal, we find that affiliated firms exhibit better outcomes along most of these dimensions, even when drawing on changes in affiliation status over time; and that this affiliation premium tends to increase with EA coverage (defined as the percentage of workers in the relevant industry/region domain that are employed by affiliated firms). Sectors as a whole also appear to benefit from EA coverage, even if non-affiliated firms do worse.<br />

Abstract: As work changes, firm-provided training may become more relevant for good economic and social outcomes. However, so far there is little or no causal evidence about the effects of training on firms. This paper studies a large training grants programme in Portugal, contrasting successful firms that received the grants and unsuccessful firms that did not. Combining several rich data sets, we compare a large number of potential outcomes of these firms, while following them over long periods of time before and after the grant decision. Our difference-in-differences models estimate significant positive effects on take up (training hours and expenditure), with limited deadweight; and that such additional training led to increased sales, value added, employment, productivity, and exports. These effects tend to be of at least 5% and, in some cases, 10% or more.</div>

Europe’s labour markets may be hit hard by the coronavirus. What can employment policy do to soften its effects? I offer below some first thoughts on this potential crisis.<br />
<br />
The best response will depend first on a good understanding of the nature of the shock. So far, the coronavirus crisis appears to be essentially a temporary supply-side shock.<br />
<br />
People are getting sick and unable to work. Healthcare will be absorbing more resources. Above all <b>a large share of the workforce will have to stay at home</b> - to reduce the chances of getting infected and or to provide support to others. Global value chains are disrupted as access to and demand for intermediate inputs breaks is affected.<br />
<br />
Of course, some jobs can be carried out at home with little disruption. But in many other cases that will be difficult or nearly impossible – manufacturing, construction, restaurants, hotels, retail, events, etc. Note that many of these industries are strongly labour-intensive and pay relatively low wages, which speaks to their resilience and potential wider social and economic impacts.<br />
<br />
But there’s a demand-side element as well, even if focused on particular industries, namely tourism and transport. Financial credit may dry up for some businesses. The loss of labour income in some professions may also affect aggregate demand to some extent.<br />
<br />
Is this a temporary or permanent shock? The recent developments in some Asian countries – China, South Korea and Japan – suggest the virus can be contained. With a bit of luck, the warm weather from Spring and Summer may also help in slowing down or reverting the virus. A vaccine may be available sometime next year. But it seems highly unlikely that the disruption from the virus will go away in less than six months or perhaps even more.<br />
<br />
If nothing is done, what will happen in labour markets? The most likely first impact is an <b>abrupt freezing in hirings leading to higher unemployment</b>. Given the uncertainty ahead and the diminished demand that many firms are already experiencing, plans regarding new appointments firms will be put on hold or cancelled. This will affect people that are in between jobs and now will take much longer to find employment.<br />
<br />
A second stage of this process will involve the renegotiation, non-renewal or termination of non-standard contracts (fixed-term, temporary and service contracts). In contrast to the case of hiring freezes above – which may involve mostly younger individuals that are not yet entitled to unemployment benefits -, in this second stage such automatic stabilisers will kick in and provide income support to most of those who lost their jobs.<br />
<br />
Finally, a third stage will involve some combination of <b>dismissals - and further increases in unemployment - and pay cuts</b>. This would arise in deeply affected firms or, more generally, in a more extreme version of the crisis, of widespread contagion. Fortunately, this does not appear to be on the cards given the apparently successful recent developments in China and other more developed Asian countries.<br />
<br />
Fortunately, many firms will have financial buffers to deal with shocks like this - many have enjoyed several years of economic growth since the last recession. The understanding that this is a temporary shock will also make them hold on to their workers for as long as they can.<br />
<br />
Firms will also be trying to adapt their production models, making greater use of telework. Fortunately, broadband coverage is so widespread that virtually anyone can conduct meetings, deliver presentations, meet customers, answer calls and emails, access data or write reports over the internet from home (if these activities are important parts of their jobs). Greater flexibility in telework was long overdue and this crisis will probably represent a watershed in its widespread adoption in the labour market.<br />
<br />
So, what can employment policy do to alleviate the negative effects of the virus on the labour market? Several dimensions deserve attention – below I list four:<br />
<br />
<b>1.<span style="white-space: pre;"> </span>Short-time work schemes</b>: these involve the reduction of the hours of work or the suspension of the employment contract of some percentage of the workers in firms badly affected by the virus. The cost of this measure is typically split between workers and social security. Workers are paid a lower total salary; social security fund the part of the new salary that is not paid by the firm; firms pay more than if they dismissed their workers. However, all parties can be better off: workers keep their jobs, firms keep their workers – and can resume their business quickly when the crisis comes to an end -, and social security would have to pay more in unemployment benefits if the workers were dismissed. These schemes are rightly credited with the resilience of the German labour market during the financial crisis. Of course, their usefulness in 2020 will depend considerably on the nature of the shock – these schemes will not be effective in sectors where the shock may be long-lasting.<br />
<br />
<b>2.<span style="white-space: pre;"> </span>Training</b>: firms can use this challenging time to upgrade the skills of their workforce. Again, training activities can increasingly be conducted online from home. Part of the training content may involve teleworking itself. Financial support through grants to pay for the direct and indirect costs of training can make a big difference in persuading firms to use this period to invest in their workers. To be more effective and minimise deadweight, these training grants should be made available to firms that may benefit the most from the training activities while also facing the most challenging financial constraints. Public employment services should also advertise and make widely available their online training modules not only to jobseekers but also to employees stuck at home.<br />
<br />
<b>3.<span style="white-space: pre;"> </span>Sick pay extensions</b>: many countries offer sick pay benefits but make them available only from the fourth day of sickness – i.e. there is a waiting period of three days. This acts as a screening device to deal with moral hazard issues. However, this may dissuade many from suspending work at a time when they may be highly contagious. It will make sense to shorten or even eliminate this waiting period.<br />
<br />
<b>4.<span style="white-space: pre;"> </span>Employment law</b>: greater flexibility in working conditions may be important to soften the employment impact of the crisis. Any increases in minimum wages or other costs for employers planned for the next months should be cancelled or at least postponed. While minimum wage increases appear not to have had significant effects on employment over the last few years, the economic context at the time was very different. The likely negative effects on hirings are already significant – there is certainly no need to make them even worse by increasing minimum wages. Additional flexibility in teleworking arrangements or even in the setting of holidays or leave days may also be useful.<br />
<br />
Fortunately, most labour markets will be resilient enough given the low unemployment rates and the long period of expansion over the last years. However, this shock seems to be very different from the previous ones. Quick and decisive action may pay off handsomely later. Better safe than sorry.<br />

Their actions can shape multiple drivers of firm performance, including collective bargaining, strikes, and training. This paper examines the impact of union rep mandates by exploiting legal membership thresholds present in many countries. In the case of Portugal, which we examine here, while firms employing up to 49 union members are required to have one union rep, this increases to two (three) union reps for firms with 50 to 99 (100-199) union members. Drawing on matched employer- employee data on the unionised sector and regression discontinuity methods, we find that a one percentage point increase in the legal union rep/members ratio leads to an increase in firm performance of at least 7%. This result generally holds across multiple dimensions of firm performance and appears to be driven by increased training. However, we find no effects of union reps on firm-level wages, given the predominance of sectoral collective bargaining.</i></span><br /></div>

<span style="color: #262626; font-family: Georgia, serif; font-size: 18px;">Ambas as medidas são muito acertadas e oportunas. Desde já, agora que a queda do desemprego parece chegar ao seu fim, é ainda mais importante investir nas qualificações. Enquanto que nos últimos anos o crescimento económico resultou em grande medida do aumento dos níveis de emprego, a partir de agora, este crescimento – a existir – deverá resultar sobretudo do aumento da produtividade. Por outro lado, as megatendências da inteligência artificial, da automação, e do envelhecimento (sobretudo este último no caso português) redobram a necessidade de ajustar o nosso sistema de educação e formação. E aqui importa sublinhar a relevância que a OCDE atribui, direta ou indiretamente, ao envolvimento das empresas neste sistema.</span></div>

<span style="color: #262626; font-family: Georgia, serif; font-size: 18px;">Exemplos disto são as referências aos cursos de aprendizagem – em que os jovens dividem a sua semana entre a escola e a empresa, aprendendo e praticando, praticando e aprendendo – ou à formação em posto de trabalho – em que os desempregados (ou não) adquirem novas qualificações ao mesmo tempo que identificam o seu potencial junto de potenciais empregadores. Num contexto tão imprevisível como aquele que se afigura para os próximos anos – para não falar das próximas décadas –, o contributo das empresas para a definição e para o desenvolvimento das áreas de educação e formação prioritárias é cada vez mais imprescindível e não pode continuar a ser desperdiçado.</span></div>
<div style="box-sizing: border-box; line-height: 1.75rem; margin-bottom: 25px;">
<span style="color: #262626; font-family: Georgia, serif; font-size: 18px;">Isto é sobretudo o caso quando estes contributos forem proporcionados também através de investimentos feitos pelas próprias empresas (indicando “skin in the game”), com a disponibilização de colaboradores próprios como tutores, com o desenvolvimento de novos conteúdos formativos, ou com o copagamento das despesas dos cursos e das bolsas de formação. Daqui resultará um sistema mais equilibrado entre procura e oferta, não dominado por esta última, mais ágil a responder positivamente às inevitáveis mudanças dos próximos anos, e com um contributo mais forte na promoção do aumento da produtividade e da melhoria das condições de trabalho.</span></div>
<div style="box-sizing: border-box; line-height: 1.75rem; margin-bottom: 25px;">
<span style="color: #262626; font-family: Georgia, serif; font-size: 18px;">Uma última palavra para outra ideia importante das recomendações da OCDE: a avaliação detalhada de todos os programas nesta área. Os desenvolvimentos dos últimos anos ao nível do “big data” tornam cada vez mais acessível a análise dos impactos de cada curso. Esta informação é imprescindível, não só para os jovens interessados em conhecer as perspetivas profissionais de diferentes cursos e escolas – e relembremos essa área tão esquecida do sistema que é a orientação escolar e profissional –, como também para os decisores públicos. Estes últimos continuam a tomar todos os anos decisões envolvendo muitos milhares de milhões de euros com uma base de informação extremamente limitada. Também aqui é possível fazer (muito) melhor.</span></div>

In this paper, we analyse the impact of such extensions along several economic margins. Drawing on worker- and firm-level monthly data for Portugal, a country where extensions have been widespread, and the scattered timing of the extensions, we find that, while continuing workers experience wage increases following an extension, formal employment and wage bills in the relevant sectors fall, on average, by 2%. These results increase by about 25% across small firms and are driven by reduced hirings. In contrast, the employment and wage bills of independent contractors, who are not subject to labour law or collective bargaining, increases by over 1% following an extension</i>.</span><br />

In this paper we propose a methodology to address this question: we compare the specific contents of collective agreements (except minimum wages) to their equivalent norms set by base law. We illustrate this approach by analysing in detail about 400 norms from six collective agreements in Portugal and then comparing them to the country’s Labour Code. We find that as many as 62% of those collective bargaining norms are exactly or virtually equal to the Labour Code; only 25% (an average of 16 norms per convention) are more favourable for the worker; and 12% (8) are more favourable for the employer. We conclude that collective bargaining in Portugal has a relatively small role as a source of effective labour law. We also present several potential explanations for our findings, including the wide range of base law, which may reduce the negotiating space of bargaining.</span><br />

This study examines this question drawing on longitudinal data to compare women’s fertility, proxied by maternity leave uptake, when self-employed or wage workers. It considers the case of Portugal, which allows to focus on structural aspects of work types, as fertility-related social protection there does not discriminate between self-employment and wage work. Results indicate that there are no statistically significant differences in fertility between employees and self-employed women. numa economia de mercado, as empresas não pagam exatamente o mesmo salário a
todos os seus trabalhadores? A pergunta parece ridícula mas importa colocá-la
porque a proposta do PS parece ver este tipo de dispersão salarial como um
problema sério – além de assumir que penalizações impostas pelo Estado poderiam
melhorar esta situação.<o:p></o:p></span></div>

estudos, ao longo das últimas décadas, em Portugal e no estrangeiro, procuraram
compreender as diferenças salariais entre trabalhadores. E concluíram, sem
grande surpresa, que a distribuição de salários dentro de uma empresa reflete, em
grande medida, a distribuição das competências, qualificações e experiência dos
seus trabalhadores; que diferentes capacidades são remuneradas a diferentes
níveis, refletindo a sua procura e oferta em cada caso; e que a existência de
carreiras nas empresas, com remunerações progressivamente mais elevadas,
constitui um forte incentivo para o esforço e dedicação dos trabalhadores. <o:p></o:p></span></div>

<span lang="PT" style="mso-ansi-language: PT;">Além disso, nalgumas
empresas, as distribuições de competências entre os trabalhadores são muito homogéneas;
noutras, em geral nas empresas de maior dimensão, a amplitude de perfis é muito
alargada. Sendo assim, porque é que as primeiras empresas devem ser apoiadas e
as segundas punidas, como resulta desta proposta?<o:p></o:p></span></div>

antecipar algumas das inúmeras distorções que iriam resultar de uma medida
desta natureza. Por exemplo, empresas que contratem trabalhadores mais qualificados,
incluindo em áreas tecnológicas e ou emigrantes que queiram regressar a
Portugal, irão provavelmente pagar salários mais elevados e assim aumentar a
sua desigualdade interna. Faz sentido sujeitar estas empresas a multas ou
outras restrições e assim desincentivar a inovação tecnológica ou o regresso
dos emigrantes?<o:p></o:p></span></div>

lado, empresas que se reestruturem, substituindo os seus trabalhadores menos
qualificados e passando a comprar esses serviços junto de outras empresas, irão
reduzir o seu indicador de desigualdade e receber apoios públicos no quadro
desta medida. Pretende-se promover o outsourcing, o trabalho independente (“recibos
verdes”) e o trabalho temporário? E travar o crescimento das empresas, com
todas as dificuldades que daí resultam para o aumento da produtividade?<o:p></o:p></span></div>

<span lang="PT" style="mso-ansi-language: PT;">Cerca de 90% dos trabalhadores por conta de outrem
em Portugal são cobertos pela contratação coletiva e portarias de extensão. Assim,
os seus salários mínimos já são regulados de acordo com o seu setor de
atividade, profissão e categoria profissional. Para além disso, mais de 20% dos
trabalhadores recebem o salario mínimo nacional, definido pelo governo depois
de ouvidos os parceiros sociais. Mais de 80% dos trabalhadores contratados em
2017 receberam o salário mínimo como o seu primeiro salario. Não será regulação
salarial suficiente?<o:p></o:p></span></div>

<span lang="PT" style="mso-ansi-language: PT;">Numa economia
de mercado, os preços desempenham um papel fundamental para assegurar que as
empresas apostam continuadamente nos bens e serviços que mais interessam aos
consumidores. De forma semelhante, a flexibilidade nos mecanismos de determinação
dos salários é fundamental para o bom funcionamento do mercado de trabalho. Se
queremos efetivamente reduzir as desigualdades salariais – e sobretudo aumentar
os rendimentos dos mais pobres – temos que nos focar no aumento da eficiência
da economia e dos serviços públicos, nomeadamente na área da educação e
formação profissional. Esta proposta do PS é não só um tiro ao lado como
contraproducente.</span></div>

Until then, overtime premiums were set by law at a relatively high level and could not be cut unilaterally. We analyse matched employer-employee panel data, including worker-level base and overtime hours and pay, to shed light on the effects of the resulting greater flexibility in overtime pay setting. We find that half of the firms using overtime in 2011 did reduce their overtime premiums in a manner consistent with the reform, in particular those firms making greater use of overtime and paying higher premiums. Moreover, using difference-in-differences matching and a long list of covariates, we find that those firms that cut overtime premiums exhibit significant relative increases in overtime usage, employment and sales following the reform. Overall, our results highlight the important but not exclusive role of legal restrictions behind downward nominal pay rigidity. Our findings also suggest a significant potential of overtime pay flexibility to promote employment, even during a downturn.</span><br />

escolar e outras características de quase cem mil alunos ao longo dos últimos
oito anos letivos. Trata-se de um conjunto de dados de um grande potencial
científico, disponível junto de investigadores credenciados, que permite abordar
e responder a várias questões da maior relevância, incluindo na perspetiva das
políticas públicas. </span></div>

atualmente a ser conduzidos vários estudos empíricos, nomeadamente sobre os
efeitos das retenções no sucesso escolar futuro, sobre as interações entre
alunos em cada turma, bem como novas avaliações do programa-bandeira da EPIS,
“Mediadores para o Sucesso Escolar”.</span></div>

avaliação não só no contexto da educação como também de outras políticas
públicas. Avaliar o impacto de programas, conduzir análises custo-benefício, medir
os efeitos de diferentes metodologias de intervenção – trata-se de atividades
extremamente importantes, sobretudo num contexto de escassez de recursos como o
que ainda caracteriza Portugal. </span></div>

avaliação, em complemento da originalidade das intervenções e da importância social

nacionais como internacionais. É também esta complementaridade objetivo-intervenção-avaliação
que poderá permitir o desenvolvimento da internacionalização da metodologia dos
mediadores bem como o alargamento do seu financiamento, por exemplo através dos
novos títulos de impacto social em lançamento.</span></div>

efeitos significativos, por exemplo em termos de massa salarial ou lucros. </span></span></div>

Daqui resulta que é muito difícil extrapolar desses resultados para países com
desemprego e SMs elevados (em termos relativos), como é o caso de Portugal.</span></span></div>

de Portugal aponta nesse sentido: veja-se a travagem na quebra do desemprego no semestre subsequente ao aumento de outubro de 2014. </span></span></div>

Here we examine the personnel practices of nearly 5,000 firms, over a period of 20 years, using detailed matched employer-employee panel data from Portugal. In the spirit of Baker et al (1994a, b), we consider different dimensions of personnel management within each firm: worker turnover, the role of job levels and human capital as wage determinants, the dispersion of wages within job levels, the importance of tenure in terms of promotions and exits, and the scope for careers. We find a large degree of diversity in most of these practices across firms. Moreover, some personnel practices are shown to be robust predictors of higher levels of firm performance, even after controlling for time-invariant firm heterogeneity and other variables: low wage dispersion at low and intermediate job levels and a tight relationship between human capital variables and wages.</span><br />

This institutional feature creates a sharp change at eligibility in the disutility from unemployment and may distort the duration of jobs. In this paper, we show that this effect can be evaluated using a regression discontinuity approach. Our evidence is based on longitudinal social security data from Portugal, where the unemployed are required to work a relatively long period to collect benefits. We find that monthly transitions from employment to unemployment increase by 10% as soon as the eligibility condition is met. This result is driven entirely by transitions to subsidised unemployment, which increase by 20%, as non-subsidised unemployment is not affected. The effects are even larger for the unemployed with high replacement ratios or those who meet the eligibility condition from multiple employment spells.</span><br />

Isto apesar de o PS ter proposto recentemente no seu cenário macroeconómico um aumento de 600 milhões de euros no orçamento destas mesmas medidas.</div>

1. Grande parte dos paises da Europa ocidental consagram importantes recursos publicos à chamada <b>"ativação" dos desempregados</b>. Por ativação entende-se medidas de apoio, acompanhamento, formação, sanções, incentivo à contratação, em geral desenvolvidas por serviços públicos de emprego. São elementos importantes do modelo da <b>"flexisegurança"</b>, com mais flexibilidade na contratação e na separação bem como maior proteção no desemprego. Na medida em que mais proteção também cria mais "risco moral" (receber subsídio de desemprego sem procurar novos empregos, desviando recursos públicos daqueles que mais precisam), importa também reforçar o acompanhamento dos desempregados.</div>

2. <b>Até 2011, Portugal exibia níveis muito baixos de ativação</b> em relação aos <a href="http://stats.oecd.org/Index.aspx?DatasetCode=LMPEXP#">padrões europeus</a>. Apesar da duração do subsídio de desemprego em Portugal ser generosa (para aqueles que preenchem o prazo de garantia), o acompanhamento dos desempregados pelo IEFP era pouco intenso. Além disso, as apresentações quinzenais obrigatórias nas juntas de freguesia ou os encaminhamentos para os Centros Novas Oportunidades - uma grande prioridade na altura - pouco ou nada acrescentavam em termos de perspetivas de regresso ao emprego.</div>

3. <b>A partir de janeiro de 2012</b>, na sequência de um acordo tripartido e no contexto de um <a href="http://www.igfse.pt/upload/docs/2012/RCM%20n%C2%BA%2020_2012.pdf">programa</a> alargado de reformas do IEFP, <b>foram lançadas ou relançadas várias medidas ativas</b> para minimizar o impacto negativo do desemprego. Pôs-se assim termo a um modelo em que os desempregados em grande parte dos casos ou estavam abandonados a si próprios ou participavam em formações demasiado longas (três anos), em muitos casos também desligadas das necessidades do mercado de trabalho. </div>

Duas medidas importantes lançadas em 2012 foram: <b>convocatórias </b>alargadas junto de desempregados para reuniões nos centros de emprego, para apoio e acompanhamento da procura ativa de emprego (cujo não cumprimento pode determinar a suspensão do subsídio de desemprego); e <b>encaminhamentos </b>dos desempregados para formação de curta duração, desejavelmente mais ajustada às necessidades do mercado de trabalho e permitindo a conciliação com a procura ativa de emprego (medida <a href="https://www.iefp.pt/medida-vida-ativa">"Vida Ativa"</a>).</div>

Uns meses mais tarde foi ainda lançado o programa <b>"Impulso Jovem"</b>, antecessor do atual <a href="https://www.garantiajovem.pt/">"Garantia Jovem"</a>, alargando significantivamente o número de oportunidades de estágios para jovens desempregados e criando uma nova cultura de participação das empresas em programas de estágios, bem como um <a href="https://www.iefp.pt/documents/10181/1377336/Ficha+S%C3%ADntese+Estimulo+Emprego+%28vf+31-07-2015%29.pdf/2c587e53-5565-41a4-b234-11b72585dca6">apoio à contratação e formação</a> de desempregados pelas empresas.</div>

6. O financiamento de grande parte destas medidas, nomeadamente fora da região de Lisboa, é feito através de fundos comunitários, em particular o <b>Fundo Social Europeu</b>. Obviamente que isto não implica que não haja um "custo de oportunidade", na medida em que estes recursos poderiam ser utilizados de outra forma, dentro das restrições dos regulamentos aplicáveis. Em todo o caso, é claro que, dadas as limitações da política orçamental nacional resultantes dos excessos do passado, esta aplicação dos fundos comunitários em apoios à contratação de desempregados pelo setor privado é uma forma inteligente de desenvolver alguma <b>ação contracíclica</b> na economia e <b>reduzir a desigualdade</b> que uma recessão inevitavelmente provoca.</div>

7. Há uma <a href="http://eml.berkeley.edu/~card/papers/card-kluve-weber-EJ.pdf">literatura académica internacional</a> sobre o impacto destas medidas ativas de emprego. Estes estudos em geral indicam que <b>estas medidas podem ter um impacto importante na redução sustentada do desemprego</b>, com a eventual exceção de medidas de criação de emprego público. Há ainda um estudo sobre o tema feito pela <a href="http://www.observatorio.pt/download.php?id=838">Universidade do Porto</a> em 2012, indicando áreas com maior ou menor impacto em termos das medidas implementadas em Portugal entre 2000 e 2010, bem como um estudo que desenvolvi sobre <a href="https://ideas.repec.org/p/iza/izadps/dp8600.html">o impacto das convocatórias</a> conduzidas em 2012 e 2013.</div>

8. Infelizmente, <b>grande parte das medidas lançadas desde 2011 não foram ainda avaliadas</b>, ou pelo menos não com divulgação pública. No entanto, seria algo relativamente simples e barato de fazer, essencialmente através da disponibilização junto da comunidade científica dos dados anonimizados sobre os perfis e resultados no mercado de trabalho dos participantes nas medidas. O valor acrescentado social destes estudos seria pronunciado, ao permitirem <b>focar o debate público em resultados concretos</b> e consequentemente alargar ou restringir a dimensão destes programas em função desses mesmos resultados.</div>

também maior potencial em termos de impacto positivo junto do mercado de

<b><span style="font-size: 13.5pt;">3.a) Alargamento da admissibilidade dos contratos de trabalho a

<span style="font-size: 13.5pt;">Estes dois tipos de contrato constituem formas importantes de combate
ao desemprego e de formalização das relações laborais. Além disso, podem desempenhar
o papel de trampolim para contratos permanentes, nomeadamente junto dos
desempregados de longa duração. As restrições legais que atualmente se aplicam
aos contratos de trabalho a termo e temporário (só admitindo a contratação a
termo para desempregados de longa duração e não admitindo sequer esta situação
no caso do trabalho temporário) constituem barreiras ao emprego que fazem pouco
sentido numa altura como a atual de ainda elevado desemprego. Em sentido oposto
de propostas recentes do PS, o alargamento da admissibilidade destes dois tipos
de contratos a qualquer desempregado que se defende aqui representaria um
impulso significativo para a promoção do emprego e o próprio crescimento da
economia.<o:p></o:p></span><u1:p></u1:p></div>

<b><span style="font-size: 13.5pt;">3.b) Eliminação progressiva dos falsos recibos verdes</span><u1:p></u1:p></b><span style="font-size: 13.5pt;"><o:p></o:p></span></div>

<span style="font-size: 13.5pt;">Alargando-se a admissibilidade do contrato a termo e do contrato
de trabalho temporário, importa combater com mais intensidade o abuso dos
recibos verdes em situações de trabalho subordinado. Uma primeira medida
concreta neste sentido poderia passar pela conversão automática em contrato de
trabalho - a termo ou permanente - para determinados conjuntos de falsos trabalhadores
independentes. Por exemplo, aqueles com mais de três recibos verdes junto de
uma mesma empresa de determinada dimensão (100 trabalhadores ou mais, por exemplo),<span style="font-family: Calibri, sans-serif; font-size: 13.5pt; line-height: 115%;"> </span>durante um período de um ano. Medidas subsequentes, na sequência de avaliação desta primeira alteração,
poderiam alargar progressivamente estas conversões de presumivelmente falsos
recibos verdes.<o:p></o:p></span></div>

<b><span style="font-size: 13.5pt;">3.c) Alargamento da contratação colectiva às comissões de
trabalhadores</span></b><span style="font-size: 13.5pt;"><o:p></o:p></span></div>

<span style="font-size: 13.5pt;">A experiência de vários países, como a
Alemanha e o Reino Unido (e mesmo Portugal, entre 2011 e 2014), mostra que a
descentralização da contratação colectiva é um mecanismo importantíssimo para a
preservação e crescimento do emprego, nomeadamente permitindo um melhor
ajustamento às condições de mercado. No entanto, embora muitas empresas,
nomeadamente as de maior dimensão, tenham particular interesse em promover a
contratação colectiva com os seus trabalhadores, os requisitos constitucionais
que discriminam as comissões de trabalhadores acabam por reduzir
significativamente este tipo de relacionamento laboral descentralizado. Sendo
pouco exequível uma revisão constitucional que alargue a contratação colectiva
às comissões de trabalhadores, importa simplificar o processo de constituição e
funcionamento dos sindicatos e facilitar a conversão das comissões de
trabalhadores em sindicatos. Esta medida inovadora resultaria também num grande
impulso à modernização do sindicalismo em Portugal, nomeadamente em termos do
seu afastamento das órbitas dos partidos políticos e do aumento da sua
representatividade.<o:p></o:p></span></div>

<b><span style="font-size: 13.5pt;">3.d) Alargamento do contrato de trabalho intermitente</span></b><br />
<span style="font-size: 13.5pt;">A moderniza</span><span style="font-size: 18px;">çã</span><span style="font-size: 13.5pt;">o deste tipo de contrato, de maior flexibilidade</span><b style="font-size: 13.5pt;"> </b><span style="font-size: 13.5pt;">em
termos de períodos de trabalho,</span><b style="font-size: 13.5pt;"> </b><span style="font-size: 13.5pt;">pode</span><b style="font-size: 13.5pt;"> </b><span style="font-size: 13.5pt;">também representar
um aumento significativo de oportunidades de emprego, nomeadamente para a contratação
de desempregados. Por exemplo, o modelo britânico dos “zero-hour contracts” tem
desempenhado um papel importante no sentido de assegurar que qualquer
necessidade de trabalho por parte das empresas traduz-se efetivamente em
contratações, muitas vezes de desempregados. Em Portugal, este objetivo poderia
ser preenchido admitindo o contrato de trabalho intermitente a termo para a
contratação de desempregados e alargando a sua duração a qualquer período
acordado pelas partes.</span></div>
